This stage is deceptively hard. It features a long platform, on which the goal rests at the end. Near the end of the platform, there are three differently textured parts of it that will rotate 360° every second, taking half a second to rotate, meaning you have half a second to cross.
To get to the goal, you have to go to the sections of the stage that aren't moving by being between them and moving forward when possible. When the parts do rotate, they go very fast, so you'll have to be quick, but you will also need to make sure to brake fast so that you won't end up on the following, moving platform from where you are. Repeat this pattern until you make it to the goal.
This strategy is considered much simpler. Use a method called pause buffering to get the number of seconds you have on the clock down to almost exactly half a second, and then go straight forward although you may want to go to the left side of the stage a bit, depending on the time you start. It must be exactly between 59:50 and 59:53 for this to work. If you don't pause correctly on the first second, you can try again by waiting for the next second.
